Take two thick slices of Noonie's day old bread, smear Honey Cup honey mustard liberally over both. Cover both slices with green leaf lettuce. Then on one slice only lay smoked turkey on the lettuce, a tomato slice on the turkey and sprinkle it with shredded carrot. Then on the lay a slice of provolone cheese over the carrot then a green pepper ring on top of the cheese. Sprikle with sprouts. Cover with the other slice, lettuce side down. The letuce should be stuck to the bread with honey mustard so it doesn't fall off when you turn it upside down to cover the sandwich. Slice sandwich in half with a knife. Wrap in tightly in plastic wrap. Use too much wrap. Tape on label. Tadaaa! Weighs one pound. Costs Four Bucks.

Council Delays Financing
Tuesday, November 17, 2009
Breaking News

Well that was one of the more entertaining council meetings I've seen in recent years. In the end Bill Keogh couldn't quite keep up with his officiating duties and posed the motion to postpone in such a way as to be unintelligible by all present except city attorney Ken Schatz, and perhaps Jonathon Leopold. The council didn't really understand that they had just voted to kick the can down the road to December 7, but they did.

The administration wanted the council to give its collective signature to a letter of intent with Piper Jaffrey to start working on the 61 million dollar financing deal. The resolution on the table had two parts. Part one said the BT would come into compliance with condition 60 by repaying pooled cash within sixty days. Part two was the letter of intent.

On a motion from Ed Adrian, the council voted to split parts one and two. He and Joan Shannon had attempted to split the "whereas" clauses, as well as the operative clauses in the resolution, but Ken Schatz and Sharon Bushor correctly pointed out that for Shannon to have assigned her notion of which whereas clauses fit which "resolved" clauses, would have in fact created two new resolutions.

C'mon people. Really? Split the "whereas" clauses? You got to be kidding me.

The council passed part one, but then postponed funding it with part two pending more info.

What info? Mainly like a business plan for Burlington Telecom. Apparently the one they've got is two years old. In other words no planning since Nulty left. Nice. Here's an idea to save BT some money. Besides start their CSRs at $2 less per hour- just eliminate Chris Burns. Does he do anything except fill the space between Leopold and the rest of BT?

Anyway. At one point Sharon Bushor was very vexed, red-faced and at a complete loss of words, quite obviously because of Adrian. You could almost hear her wishing Kurt Wright were there to call the cops on him. That was kind of funny to see.

The meeting started sizzling around 11:30 when words started to fly. Some quotes-

"I won't be scolded!" -Nancy Kaplan

"I won't be boxed in by this council!" -Sharon Bushor

"I am appalled!" -Marrisa Caldwell

"You are voting to destroy Burlington Telecom for the sole purpose of embarassing this administration!" -Jonathon Leopold

"I would appreciate Mr. Leopold it if you would not speak to me in a condeceing way!"-Mary Kehoe

"I screwed up the queue." -Bill Keogh

"How is that doing what's right for the city?"- Marrisa Caldwell

"I really don't like be accused of not having the city's best interest in mind." -Joan Shannon

"Befuddling...Infuruating...Very disappointing..." -Emma Mulvaney-Stanak

"We have the power." -Sharon Bushor

"Just for the record [Jonathon Leopold and I] did kiss and make up."- Mary Kehoe

"Think before you speak." -Karen Paul

"I move to call the question." -Paul Decelles

Had I been there I would have voted against splitting the question, and against the postponment of the letter of intent.

Kupferman Confirmed, Gross Out
Monday, June 15, 2009
Breaking News

Larry Kupferman was just reconfirmed as CEDO director by the city council in an 11 to 3 vote with only councilors Keogh, Berezniak and Shannon voting against his re-appointment.

Shannon led the effort against Kupferman, essentially saying he lacked the skills and merit for the job, and alluding to specific concerns which she would not enumerate. "I don't see the point," she said about going into specific detail about those concerns.

The rest of the mayor's appointments were confirmed without discussion, including that of current airport director Brian Searles taking over as interim Parks and Recreation Director. Current director Wayne Gross, mayor Kiss explained, will not be an employee of the city as of July 1.

Dems Split on Kupferman
Breaking News

John Briggs at the Free Press has been blogging about how the Dems might not vote to reappoint Community and Economic Development Office (CEDO) directory Larry Kupferman at tonight's city council meeting, but he's failed to get any of them on the record about why. So I wrote to council Dem Ed Adrian and here's what he said-
"Haik -

I do not think that at this point the Ds are unanimous on this issue. Some will be voting to reappoint and some will not.

I cannot speak for anybody else, but I will be voting to reappoint. Two weeks ago the public was put on notice that there were concerns that have been raised privately about Mr. Kupferman's ability to do the job. So far, I am not aware of one person going public with their concerns. I was privately contacted by one person asking me to reappoint and one person asking not to reappoint.

I am not going to deny the Mayor an appointment based on private conversations/concerns. If people really are so concerned with the CEDO Director's abilities and they have concrete examples, then they should be willing to publically state what they are. I understand the counter-argument which is that it is the Council's responsibility and not the public's to vote on reappointment, but in this case I am erring on the side of caution since it concerns an individual, rather than a matter of policy.

Best,
Ed"
So there you have it. Some folks might not like Kupferman, but they are too shy to say why publicly. Based on that I'd have to guess he'll win re-appointment.

*****

What do you think about the new free press "City Hall" blog by John Briggs? Or Briggs's reporting in general for that matter? He's biased right? Doesn't he clearly seem to hate the mayor? I left a comment on his "Not Exactly" post chiding him a little for injecting his own opinions into the posts, and he still hasn't approved it. Funny how Steve Benen can write a national blog with thousands of comments and he doesn't feel the need to vet them first, but Briggs and the Free Press do. Weak.

If I can't get Paul Decelles on my "live at 5:25" show tomorrow, I'll definitely fill some time on it soliciting callers' opinions on John Briggs's city hall coverage.

Wright Calls Off Recount
Tuesday, March 10, 2009
Breaking News

After the ballots from Wards One, Two, Three and part of Ward Six were counted by the Board of Civil Authority, Kurt Wright has called off the recount. It is not immediately clear why.

Also, it appears Jane Knodell was the first to leave the meeting, while other councilors toiled on in their civic duty much later into the night.

Developing Story...

Update 03.11.09 10:35am: Email from Kurt...

Good Morning Haik,

My original intention was to have entire City recounted but after 4 Wards were complete (except the 3rd round in Ward 6) it was clear that the recount was going to confirm the result. Four Wards were basically done and everything--except for a vote or two -- was matching up. I did not feel the need to drag everyone back for another night of counting.

I believe we accomplished our goal of confirming the integrity of the process as well as having the opportunity to explore how IRV works. Now it is up to the citizens of Burlington as to whether they want to continue with this system of voting in the future. I am sorry if you (or anyone else) is disappointed that we did not complete the recount, but as I said, I believe we accomplished our goal and it is time to move on. I appreciate and Thank all the people that gave up a night in order to do this important work.

I am still gratified to have been the leader in the first round of voting (first place votes) as well as the second round and to have come so close to winning even in the final round. It was a tremendous experience and Hopefully most citizens felt I added something to the debate.

I am remain in the Legislature, but in terms of City politics I will return to the ranks of what I was before--a concerned citizen that loves our City.

To the people that didn't vote--shame on you. To the thousands that did, thank you.

Good luck with with the blog Haik,

Kurt Wright

Thank you Kurt for your service to the city and to the state, and for running a very decent and honorable campaign for mayor. And thanks for asking for a recount. I think it was worth it to verify at least some of the machine totals.

RECOUNT!
Friday, March 06, 2009
Breaking News...

I just got an email from Kurt Wright. He WILL be asking for a recount. Kurt wrote:

"...I have decided that I am going to request a recount--not because I expect it to change the result, but because so many people have literally begged me to do this.

In many ways, I would prefer to move on--for myself personally that is--but I do agree with people like yourself Haik who believe this is the right opportunity to take a close look at how the system worked. This is not about me, it is about the process. I accept the result and am gratified to have come so close and to have actually received the most 1st place votes--and even won on the second round as well. I also understood that this was the system we have in place and knew this result was a possiblity. If voters do not like this system they have the ability to change it--but that will not come from me..."

Developing story...

Update 11:42am:

*The Clerk Treasurer's office confirms that Kurt has requested a recount and says that by state law the city council must convene a special recount meeting within five days of Kurt's request.

*Charlie Papillo of the "Charlie and Ernie" show on 620AM WVMT tells me Kurt broke the news on their show first this morning. Darn. I thought I had the scoop.

*Shay has some quotes on this from various officials over at Blurt.

Update 12:55pm:

*Kurt tells me he was typing his email to me while talking to Charlie and Ernie on the phone, so they scooped me by just minutes. I trying to handle coming in a close second as well as Kurt.

Bob Kiss Wins Re-Election
Tuesday, March 03, 2009
Wright may seek recount.

Bob kiss has been re-elected mayor of Burlington in the 3rd round of Instant Runoff...

1st Round: Wright first, Simpson, Smith eliminated
2nd Round: Montoll eliminated.
3ndRound: Vast majority of Montroll voters vote Kiss for second choice. Kiss elected.

Final round count:
Kiss: 4313
Wright: 4061

*Congratulations and thank you to all the candidates in this election for a great race.
*Congratulations to Ben Pacy on what appears to have been a smooth, uneventful election.

Update 10:00pm- Kurt Wright just told Shay Totten that he has not ruled out asking for a recount, not because he expects the results to be overturned, but as a service to those of us who still have concerns about the process. I fully support this idea, and I urge Kurt to please ask for a recount.

We ought to do it 1) just to make sure that we can; and 2) so that those of us who do have concerns about IRV and election integrity can feel fully confident that our new election process is trustworthy.

I am very psyched and happy that Bob won, but I would feel even better about this election if we did a hand recount, to put the safeguards through their paces. Kurt-please go for the recount. You would be doing us an invaluable public service.

Smith Campaign Spends 40K
Tuesday, February 24, 2009
Breaking News

There will be more on this later, but the first big headline from the local candidate campaign finance reports filed this week is the wide disparity in campaign spending among the mayoral contenders. Dan Smith spent the most with $39,845.00 more than tripling the campaign expenditures of incumbent mayor Bob Kiss who spent only $13,050.55. Kurt Wright's campaign has spent $19.869.25. Andy Montroll's campaign has spent $16,047.73. Story developing...

The Ides of January
Tuesday, January 13, 2009
Beware the Ides of January. There's a lot of stuff going on. Here's a brief, haphazard concatenation of news and information...

*Breaking News: The Ward 3 Progressives caucused last night and selected Marissa Caldwell to run against David Cain for the seat being vacated by Tim Ashe.

*I ran into ward 7 Democratic city council candidate Eli Lesser-Goldsmith after my radio show on Saturday and did a brief impromptu interview. I hope to have that written up soon, but as a sneak preview I'll share that Eli says if he's elected he intends to live-blog directly from city council meetings.

*Speaking of my radio show- it's on at a new time: Saturdays 11am-12pm on 105.9fm Burlington or streaming live at TheRadiator.org

*Speaking of the Radiator, here's me and Robert Ready talking about it with Melinda Moulton at channel 17.

*Gaza remains under attack by Israel, with almost a thousand people killed so far.

*Burlington Pol Howard Dean helped win back both houses of Congress and the White House for the Democrats and was then unceremoniously kicked to the curb and shafted. There's gratitude for you.

*Obama gets sworn in a week from today. I'm taking an hour off work and going down to Nectars to watch with Philip Baruth.

*I'll turn 36 on Sunday. My Mother would have been turning 72.

Breaking News: Marijuana Decriminalization Study Proposed for Burlington
Friday, January 04, 2008
There is a draft resolution circulating among Burlington city council members that could eventually lead to possession of small amounts of marijuana becoming a civil, rather than a criminal offense, punishable by fine much like a traffic violation. Councilors Ed Adrian (D-W1) and Tim Ashe (P-W3) are seeking support from other councilors to place a question on the March 4 City Meeting ballot for consideration by voters. The ballot measure would ask voters whether they they think key city officials and the state attorney's office should study decriminalization.

Breaking News: Craig Gutchell to Serve Full Term
Thursday, December 27, 2007
Well I finally had my much anticipated first-ever BurlingtonPol VDB-style "sit-down" this morning with first-term Republican city councilor Paul Decelles from my home ward of Seven. I haven't transcribed it yet and I can't read most of my own notes, so I'll have to just make it up like a real journalist would.

Here's one little sneak preview that I'm not making up, however. Paul Decelles told me that Craig Gutchell is now definitely planning on serving out the term he was elected to, but may not run for re-election in 2009. Jeez, I might be ready to run myself by then. Running for office is a lot of fun.

More when it's written and vetted...

Barbara Perry has been representing Ward Six on the city council as an Independent for at least a dozen years. Now she'll be running for re-election as a Democrat and caucusing with the Democrats if she wins.

Breaking News: Jo LaMarche to Retire January 11
Thursday, December 13, 2007
Well I just got off the phone with Jo LaMarche over at city Hall. "I'm definitely leaving." said LaMarche, 50. "Twenty-two years is a long time. Twenty-two in this capacity and twenty-seven overall with the city of Burlington."

LaMarche's first job with the city was as a police dispatcher back in the spring of 1981, the same time Bernie Sanders first became mayor. She recalls the first time she saw Sanders he was riding around with some police. "Who is that?" she remembers asking herself.

In 1989 LaMarche became the assistant city clerk. In 1993 she was poised to ascend to become Burlington's first woman clerk, when the upset mayoral victory of Republican Peter Brownell put those plans on hold. The first woman Clerk would be Ruth Stokes, appointed by Brownell in 1993. When Peter Clavelle returned to the mayor's office in 1995 he brought with him a restructuring plan that would make Brendan Keleher, not Jo LaMarche hold the official title of "clerk-treasurer."

Jo LaMarche turned in her resignation Wednesday. She does have another job to go to but won't say where just yet. Her last day with the city will be January 11 ,2008. She will be missed.
